Promoting Transparency In Sustainable Infrastructure Procurement

The report, developed by CoST (Infrastructure Transparency Initiative), and Open Data Services, in collaboration with the World Bank, aims to improve transparency in procurement by enhancing data standards and introducing new data points focused on sustainability. It seeks to enhance the CoST Infrastructure Data Standard (CoST IDS) and the Open Contracting for Infrastructure Data Standards Toolkit (OC4IDS) by incorporating 45 data points addressing economic, environmental, social, and institutional sustainability.

The report findings are based on a global stakeholder survey from 69 countries, focus group discussions, and expert interviews, The analysis revealed challenges in centralized, systematically published data on sustainable infrastructure and highlighted the need for better alignment of projects with national development plans.

The report proposes new data modules for governments to improve transparency and accountability, addressing issues like data fragmentation, project impact measurement, and risks of greenwashing. Implementing these recommendations can significantly enhance the transparency, accountability, and sustainability of infrastructure projects worldwide.
